1080p is not the standard graphically anymore. Developers don't optimize the visual output of an AAA game for 1080p and they haven't for a while. TAA in particular is tuned for 1440-4k output, not 1080p. The fact gamers are still majorily on 1080p is another matter but that won't necessarily mean games are made for 1080p, and in this case it doesn't mean that.

This is why as a dev you simply shouldn't include the "epic" settings. Just by removing options people will think your game is better optimized because they WILL insist on playing max settings even if the visual difference between epic and high is barely perceptible. If you delete the epic settings, now high settings are the max settings by which people like the twitter guy will judge the games optimization.

PC gaming is always superior simply because you have control over your platform. The idea of a console is a proprietary outmoded concept from the 80s / 90s when you could either buy a $3000+ PC that literally wouldn't be able to play next year's games (I don't mean at max graphics, I mean at all), or you could buy a massively cut down purpose built gaming machine using completely different cheaper hardware which was still expensive for the time. You were playing games that were vastly inferior graphically and mechanically vs arcade or PC counterparts in many cases. As the years went on the argument claimed that consoles were "pick up and play, easy to use" but this would start to erode in the 2000s as gaming required the same kinds of installs, updates, patches, DLC etc on console and under greater restrictions, while also using more common PC-like hardware. By the Xbox360/PS3/Wii generation there was no justification for separate console usage at all; it had eroded completely and the following generation has basically resulted in locked down PCs.

You can play just about anything on a low end card medium to high settings at 1080 and get 60fps or higher. The way developers design for hardware is that they treat it as bandwidth to spend as freely as they like. This means that NVIDIA could release a $10,000 consumer GPU and developers would design their games around it.
It's not a bad thing. The idea is that you make the best looking game you can and then have options to reduce graphics so it runs on all machines (weaker machines).
