This isn't entirely correct
The x360 processor had a powerpc cpu called Xenon
It was an ibm powerpc cpu, just like the Cell
In fact the cores were modified Cell cores, it was tri-core with multi threading so effectively it was a hexacore
The difference was the GPU, the Xenos, and ATI gpu with a 10mb edram on it that was basically used for free anti aliasing
Meanwhile the Cell had 8 cores not 9, but one was disabled, because yields were bad, and one of the cores was always reserved for system operations
So 6 usable cores, but one was the main core and the others were secondary, so it was weird to develop for
Also they wanted to not have a dedicated gpu, but then put in the nvidia rsx, which was good, but the ps3 had another problem, the ram was divided into system ram and graphics ram, like a pc does, instead of how the x360 and all subsequent consoles have by having unified ram
So while both x360 and ps3 had the same 512mb of ram, the x360 had those 10 extra edram and it was also unified which made it work much better for games
Basically the ps3 wasn't just one bad decision, it was several
