I can't really say anything worthy on that but it's more likely that when Japan wants to sell their games to the west then they contact American publishers, so the chances that they'll try to push SAGfags are higher.

I can however say something on this.
Dubbing for weeb content (jRPG, gacha, anime) is considered the worst of the worst in the industry. Those in charge don't respect it and VAs who take the gigs feel like they deserve better. It's rarely something that they'd do willingly, it's almost always a stopgap on their path to Hollywood. This doesn't mean that you can't find passionate weeb EN VAs (IIRC the MC from "Koi wa Sekai Seifuku no Ato de" is voiced by a serious Super Sentai fanboy and he does a decent job, definitely better than the anime dub standard), but it's just rare.
Another thing is that the EN VAs that you know and respect know their worth (or ask for a bit too much), while actual, unironic Twitter randos don't, and they'll gladly work for pennies thinking that this is their once in a lifetime chance and they'll craft an entire personality around their one role. From a business standpoint, after you acknowledge that dubfags are mostly subhumans who don't know (and don't WANT TO know) any better, this is a net positive. Most of them are true amateurs with zero experience, training or education. This once again doesn't mean that you can't find true talent among them, but it's going to be harder than it should be.
I come from a country which has a very cultured, respected and professional VA industry, I really pity you burgerbros.
