I've been around plenty and have an education in them and never seen a particularly common condition for horses hanging their tongues. It's usually more of a naturally trained trick because people smile and react nicely whenever the horse does it so they learn to keep doing it.

Also the bits in their mouths when they have the bridal on have flavor (metal) so particularly slobbish horses will use their tongue alot to lick it, leading to sticking out its tongue a decent amount.

This is a Front Runner race because of Unsu, her ult gives acceleration and that's always the most important thing in CM. It only procs when you go first, so the strats are to either run a Front Runner ace or someone that blocks them. Pace Chasers and Late Surgers are gamblers in Cancer because they depend on the Front Runners not procing Unsu's ult, otherwise they can't catch up to them.
