Hitreg for the Backburner is all over the place making it unreliable, so unless the enemy team is brain dead as you jump in, it won't matter at all
And most of your kill power as a Pyro comes from your secondary which you've given up for some mobility
Mobility that'd take a Soldier or Demo a fraction of the time to cross the same distance while also having access to a far stronger primary while also not having to give up on their secondary

it's not unusable, but all of the restrictions it has makes it very obvious that they don't want it to be something pyro can do during combat; and only use it to get from point A to point B outside of combat.
Now that can work to an extent, but only against bad teams that allow you to just waddle into range or willingly take corners tight that you're waiting behind.
It also sort of explains the Gas Passer, another atrocious secondary item that robs you of your ranged damage. They really think that Pyro can live off of just its primary weapon like the rest of the classes can. But that only really happens in the bottom of the barrel of skill levels where switching weapons is already a foreign concept.
At the very least, the Thruster should have better mobility and air control, it feels horrendous if you're going from either explosive classes.
