Capping with 3 speed cards does require some high rolling in my experience if you're not bringing any speed sparks, good amount of double/triple rainbows and maybe nudging some of the event choices into speed. Yeah It's not quite so good from the rooms I've seen for lates. It moves them ahead of the pack, sometimes further up than where they need to be early on in the race which isn't too useful. Professor of Curvature is often proccing on that first corner like 1/3 of the way into the match. I don't think it's worth the points AND it puts you out of pump position for lates/ends.

You could do that, but rolling on both means you get a lot of support cards.

This is going to sound crazy, but I actually already ran 48 simulations the other day to try and predict what I can expect from the free rolls. Results so far have been:
>Generally about 6-10 'good' SR uncaps (of cards I actually use and don't already have MLBed) and 2-4 SSRs per attempt
>Got at least one Riko copy in 30/48 tests (~63%) and at least one Rice in 25/48 (~52%). I've had one extreme outlier run for each where that card ended up getting to 3LB
>Got both rateup cards in 15/48 tests (~31%), and neither in only 8/48 (~17%) which seems like pretty decent odds
Personally I'd say the best outcome so far was test #23, where I got Riko, Rice, AND a Kitasan as well as 10 SR uncaps

The deck isn't anything phenomenal. It's kinda garbage really. You could drop 200 wit on what I built for half that amount of stamina/power and it would be ideal. Biwa only has the early race heal as a relevant gold in this CM so you'll want either the event Special Week card or the event Daiwa card to gamble on a gold heal on top of having Creek around as a more reliable event. If you go with Special Week then get an extra stamina card and funnel your parent sparks into power. Kitasan isn't required, but the power bonus does help a lot.
You do need to highroll on her speed trainings, there isn't any other way around it. I'd recommend trying to get about 6 speed sparks and however many power/stamina sparks you can manage to get while retaining a decent chance at medium S. Ideally you want a parent with a lot of URA Finale sparks to help patch up speed and stamina. Wit trainings do add up fast thanks to the 20% bonus to wit, but you really don't need to aim for over 600 wit: some of those weaker wit trainings could be better used on stamina or power or even resting in preparation for it.
My Biwa is basically a late gambler in disguise that needs fading front runners to take advantage of and needs just about every recovery skill I crammed on her to survive debuffers. Not getting medium S sucks too since I had to abandon the ability to get Red Shift to gamble on it.

If you heal at the very start of the race, you don't get leftover stamina. It just heals to your max stamina count and the rest is wasted.

Velocity increasing skills like curvature or triumphant pulse briefly raise your velocity above whatever it currently is, so there's no cap to that, at least not one we can feasibly hit.

Velocity skills increase max speed, the uma still needs to accelerate to their new cap. So massive max velocity boost probably ends up somewhat wasted unless you have a lot of power.

There are some very rare skills that give instant speed boost, Hishi Akebono unique is probably the first we'll have.
