I think that's less the issue than the fact that Covenant weapons are all too visibly alien in form and function. Super Earth hasn't been above claiming alien technology as its own in the past so that's not an obstacle, the obstacle is how do you explain the appearance of something like the Needler in Super Earth's arsenal when no other faction uses anything remotely like it.

Yes that's called difficulty 10. 4 unskilled divers who planned poorly and brought the wrong equipment will not survive a bot drop that deposits two factory striders and a war strider onto their position.

If you want chaos you have to answer SOS beacons and find divers who ket their situation spiral out of control. Not professionals who avoided agrgoing patrols unnecessarily and brought the idea mix of l equipment for their mission.

But a reloadable Commando would be a great weapon though. EATs weakness is their stationary nature since you can only carry one, the Commando combines the firepower of a single EAT drop into one launcher. The weakness of the Commando in turn is that its missiles are slow and you have to use its laser guidance for any kind of precision. Sure, the Spanker's original gameplay velocity could be seen to be much the same as a Commando missile's, but they of course are free to use whatever numbers they want for the sake of balance.

Point is, a 2-tube reloadable rocket launcher has a niche to fill. If it were up to me, it would have Commando damage, slightly better velocity, but the main advantage will be fast reloads over the RR or even reloading while moving.
