Delves were meant to be the casuals end game that would give them a way to progress gear for their characters without needing to do M+ or Raid.
The better question is why are Delves getting purposely nerfed around the time Blizzard keeps trying to force incentives into Delves to make Delvers do M+

there's the daily power and raid progression. without something like the frogs or the few afk thread places inflating things should have a speed season feel to them in the first few weeks.

I think part of it is they don't want any friction in the design. Everything must be easy to get around, easily visible, and quick to traverse. Heaven forbid there be a bunch of trees or rocks or mobs in your way. Though I'd agree that zones that are ass to traverse with constantly varying height levels are annoying as fuck and they should stop making them.
