You need to change how you view the skill linking system in PoE 2.
PoE 1: use supports to "build a skill" starting from a simple foundation
PoE 2: use supports to take complex, hard-coded skills from their shitty beta versions to what they should have been from the start (at which point some of them do become quite fun)

I'm 100% certain that if you split Act 3 into two acts, but left everything exactly the same otherwise, you'd cut the amount of complaining about it in half. Because what's happening is people are expecting it to take as much time as 1 and 2, and then it doesn't, and they get angry and impatient.
By contrast the quality of Act 2 (originally created like 8 years ago) is clearly far less than Acts 1 and 2, with ugly PoE 1 looking monsters and lazily designed bosses, but almost nobody complains about it because they don't experience as much reactive, emotional anger.
"Am I getting impatient or angry right now" is the sole metric by which PoE players are able to judge quality. This is as much of a problem for PoE 2 as GGG's incompetence. Brain-rotted player base, poor feedback.

I'll take my time with 4 since I want to enjoy it but at least 1-3 is very easy to just equip whatever rare you have and boss res rings using stomping grounds.
