Evernight got nerfed for no reason in Castorice teams and is worse/mediocre at best as an Hypercarry. And her sustainless teams got killed, so she's forced to run sustains, which puts her in the same predicament as Castorice in that she can't run sustainless to increase her damage with better enhancers or to adapt to the future meta/0 Cycle. This is specially damning for Evernight because she barely benefits from Hyacine's healing. You only want Hyacine on the team because of her memosprite + LC, but back then you could just give Hyacine's LC to RMC and let her run a 3rd buffer and go stuff like RMC + Tribbie + Silver Wolf. Now not only they made her not being able to heal herself, but they increased the penalty from having 2 memosprites instead of 3 to a whopping -35% Crit DMG loss.

They saw people wasted all their pulls on Phainon and Cerydra and wanted to make Evernight a skip patch for Cyrene, which makes me fucking angry because the face of the game doesn't deserve to be spat on and dragged through the mud to sell a HI3 expy.

PF wave 3 increased by about 7.6%, Argenti went from 18.77m HP to 20.22 HP, mobs also increased by the same amount.

For Apoc, side 1 (Cocolia) went from 250% HP to 270% HP, it used to be 3.4m x2, now it's 3.7m x2. About an 8% increase. Side 2 saw the biggest inflation because they also buffed the base values of the boss, it's now 11.5m hp x2 compared to 5.8m x2. Almost a 100% increase in HP. And the toughness increased from 700 to 800.

Ok, I've been looking into myself and the answer seems to be that it varies from character to character. You have to look at their individual skills and see what the "base chance" is then, assuming you want a 100% chance of applying, calculate the maximum amount of EHR you'll possibly need. Luka for example, everything has 100% chance so you'll never need more than 66.7% chance. Ooh, but I just realized Kafka has a passive that requires 75% EHR. It's probably worth hitting that threshold just to activate that. But between traces, substats, and maybe something like Eyes of the Prey, it should be possible to achieve it without using the body piece's main stat. But then there's someone like Sampo who only has 65% base chance so he wants to build way more EHR anyway. And of course Hysilens herself has a 120% requirement built into her kit, and if you're serious about DoT you will probably be getting her anyway. But there's no way I can afford her so I'm skipping, so maybe I shouldn't even be worrying about this.
So in conclusion the answer is that while it varies by character, most of them will probably still build EHR body, but Revelry is still better than IPC for damage because of Kafka, which is good because I don't have many ATK prisoner bodies, and I bet the moment I sat down and farmed them they'd release a new BIS DoT relic set because that one is getting pretty old, so I'll just stick with what I have for the bodies and focus on farming revelry pieces.

No, the 4pc spd is only for the team. If you're running 160 spd Sparkle you don't really care about your dps getting 12% more spd since they're basically running atk% boots at base spd, and your other supports should be 160 spd already. Sparkle ults every 3 turns or 2 if you get hit a bit. And I think I saw some setups that achieve consistent 2 turn ults but I can't remember them.
Speedtuning around a 12% spd buff every 2-3 turns doesn't seem like the best idea. It doesn't contribute nothing and it's just annoying. The set you're talking about, the one that makes you ult faster is the Eagle set, which is very much viable on Sparkle and does just that.
