Ok so from what I gathered about Cyrene Herta said she could do one of two things.

1. Don't loop and if she makes it to the end of time she can become Fuli and retroactively make sure Irontomb dies. If she doesn't become Fuli then irontomb comes back.
2. Do Loop and guarantee irontomb dies, but she can never move past the end of the loop because she has to loop back every time to ensure causality remains intact.

Since she picked 2 then it means she never made it far enough to become Fuli. Does that mean Fuli and Remembrance just never existed outside Amphoreus? Or someone else made it to the end and became one. It is curious how the only remembrance that isn't explicitly tied to Cyrene is Evernight and she turned out to be enigmata cosplaying as one.
