Western male vtubers have been extremely focused on trying to infect (predominantly) male-audience-oriented content (e.g. Hololive, female vtubers) rather than make what women seem to actually want, which is groups of men who have hot, cool (NOT muscley) models, have good voices, and do casual gaybaiting and singing.
It's totally obvious and understandable why this is. Male vtubers themselves don't really want to be gay for pay with an ikemen suit model flirting with other men, they want to have access to collabs with women. So what they want and what the audience wants is at odds.

In short, male vtubers should try actually giving female fans what they really seem to want. Which is a mix of fujobaiting, yumejoshi baiting, male comradery, and BFE in all-male groups.

Hololive doesn't strictly manage the content talents create though. Holos can choose to collab with males, as much as they want as soon as their collab ban is over. they just mostly don't, either because they themselves don't want to for aesthetic/content preference reasons, or because they intuitively understand that it's not what anyone is there for.

I'm not sure why Hololive can find so many talents most of whom "Get it" and everyone else is having so much trouble, but I guess that's the famed Hololive scouting process and vibe check in action.
