these aren't overdeveloped, they are misshapen - too much vastus lateralis, adductors and gluteus medius and not enough gastrocnemius, VMO and gluteus maximus

Leg are by nature the largest muscle group trained. Even by walking you can develop good gains.
Goals aside, if you, for example, run or do biking, once a week is more than fine.
