In other games, even some piranha games the enemies are there just because the developers don't want you to go somewhere.
If such strong monsters where near weak settlements, they would overwhelm them and so the player character should not be able to visit them.
Drova does this correctly.
You arrive at a woodcutters camp and they complain about critters.
If you don't do anything about it, by the time you reach chapter 2 they attack and kill all the woodcutters.
On my second playthrough I cleaned the monsters on the south but forgot about the monsters from the north so the camp was still destroyed and some npcs died.
I did not see such reactivity in Vegas or Original Sin.
New Vegas is a movie game and its reactivity is limited to dialogue options.
