It's a normal country, you will notice differences but most people live a normal life of going to work and trying to enjoy their free time.
You can walk to places in Spain and business are spread out so you can just walk to a supermarket that is 5 minutes away from you instead of 1 hour by car so people generally buy less food but more often.
Food is generally healthier here but you can get fat all the same, although it's very rare to see fat people in mobility scooters like in America.

People in Rota will probably speak English, at least people in the service industry, you are probably going to be paid much better than the average guy so restaurants, shops and the like want you to buy them stuff so they will make the effort to speak English.

I think it is, but you have to be flexible and is slower than a car, I think you could just move there, try to live without a car and choose for yourself.
