The Angel is Toby. His desire is to show the world Deltarune's ending, which is the sole reason Deltarune as a game exists, and then afterwards, he'll be banished to Japan to live the rest of his days in celebrity glory, no longer having to worry about making anymore games, just getting rich by composing for anyone who commissions him.
