Do japs deserve such a good localization? Even if it slows the whole release?

Determination is never treated as being "spent" in Undertale or Deltarune. Loading a SAVE does not "consume" Determination. Summoning the will to not die does not make Undyne have less Determination. It's the opposite, she produces more, too much for a monster to handle and she melts. Flowey becomes the most Determined being in the Underground and is able to SAVE and reload thousands and thousands of times after being injected with a fraction of a human SOUL's Determination just once.
Kris, Susie and The Knight are all seen opening fountains and none of them seem any the worse for wear afterward. Kris doesn't even need their SOUL to do it. There's no evidence that there's any kind of "cooldown" on making fountains. The Knight apparently made three fountains at the Church in a matter of hours.

The Prophecy depicts the Light World existing on top of the Dark World. Queen explains that you simply need to strike the Earth with Determination to create a Fountain. Ralsei says that the Dark World exists everywhere, it's just the Light World when the Light is taken away and fantasy takes over.
There's no evidence that there's any kind of "power spots" where a fountain has to be made. Anywhere will work, as long as its in an enclosed space that the Darkness can fill.
