It's just the nature of multiplayer FFA, especially in a game not designed to be played that way. If you extended the audience and playerbase for these tournaments beyond players already familiar with the format it would go even worse. As bad as cedh tournements are, nothing comes close to how much drama can come out of random game stores hosting edh tournements with prizing. Now imagine that, but with the scope and spotlight of the pro tour.

No cheating is happening, these sorts of deals are completely acceptable in Cedh tournaments. Not taking your turn however is slow play, which is also a difficult to enforce problem in cedh.

Multiplayer magic is completely untenable as a competitive game. It is essentially Kingmaking: the board game. There is no possible way of creating rules that prohibit kingmaking/collusion, because that's just what interaction inherently is in this format.
