He specifically talked about art of Kris and Susie where Susie is resting her chin on their head. It's not like he specifically meant shipping art.
But if anything, I'd say the ultimate proof that Noelle's crush isn't supposed to be the end all be all of DR romance is how he straight up made it a running joke that Noelle constantly sees Kris and Susie hit it off throughout the game and get closer and closer to the point of getting jealous, and yet once the moment of truth has arrived she tried to get closer to Susie herself by distancing herself from Kris and telling her they've never meant anything to her in an extremely eager and overexcited tone. Not to mention that out of game text of Susie seriously threatening Kris and Noelle just being a fucking randumb horny teen when witnessing it. That all shows a level of disconnect from reality and even callousness on her part that I just straight up refuse to entertain the idea that it's supposed to be working and Noelle will be rewarded for it with love. And then you mix in how hilariously fast she gets over Susie in Wierd route.

Asgore and Noelle at the same time. Both cases of jealousy have been built throughout the game.
The action will center on the
Kris/Susie/Noelle/Berdly group at first. Susie will be centered on Kris because of recent events and Noelle will feel ignored. Berdly will just kinda obliviously do his own thing, ranting with no one listening. Noelle will grows increasingly butthurt through the festival.
Then suddenly we'll hear some big shit is happening. We'll walk into a scene where Asgore is yelling, while Toriel and Sans were clearly having a date in the festival. It leads into Asgore storming out and creating a dark world. Susie and Kris enter and ditch Noelle, making her explode as well later.
In Wierd route, you'll instead take Noelle with you, and Susie will be feeling abandoned, but she won't explode just yet.
