Amateur. If you're going to pull a girl's hair you don't want it to hurt, that's not the point (usually, unless she wants it to hurt). The consistently best maneuver is to put your hand around the back or side of her head and get a bunch of hair between your fingers and then pull with your hand still flat against her head, almost like you're palming a basketball. Maximum surface-area prevents any actual pain from occurring, but still conveys the "you are my property" feeling.
