TOS chain of command depends on the writer that week. Sometimes Spock is First Officer. Is Bones Second Officer, or is he the doctor? Is Scotty Second Officer, or Chief Engineer? Why is the engineer always given the bridge when the main trio are beating up aliens on new planets? I'm glad TNG onwards put more thought into each crewmate's place.

It's the first chapter of a new saga. They have to worldbuild it. Remember Destiny1? How the story was hyper retarded and made no sense because we knew nothing about Destiny universe? The Collapse? The Awoken? The Black Garden? The Light, the Darkness and the... Vex? Made no sense when we started the saga.
