If you mean popularity? Maybe Oguri Cap, he did cause a 'horse racing boom' and raised a lot of interest in the product. Though his results aren't really that legendary compared to many of his historical peers. Haru Urara kinda mogs everyone in the sport on a popularity basis though, Japanese normies with no interest in horse racing often will at least vaguely know about Haru.
