Asgore just wanted to reach a compromise that would give his people hope while hopefully delaying an actual war for as much as possible, he has to take the rest of monsterkind into consideration because he's the fucking king while also knowing full well that actual war against mankind would be certain death no matter what (Gerson even mentions him and Asgore had agreed that escaping would be a terrible idea.)

Toriel on the other hand wanted to spite Asgore and her kingdom, and have her perfect mother roleplay, her main priorities were just those two things and nothing else. She doesn't really care about the fallen children she takes in, the moment they try to leave her roleplaying session she burns them up a bit then tells them to fuck off and kill some monsters on their way out. We know that regardless of any circumstances that Asgore is pussywhipped and will do anything for Toriel, so it's really likely that had Toriel actually wanted to put a stop to the war, she could have either waited some time for Asgore to calm down or have escorted the first kid through the underground, an underground where monsters would still recognize her as queen, the one who made all of the actual decisions as said by Gerson. People would have listened to her, Asgore would have listened to her, and no human or monster would have died, but none of that would have truly shown Asgore, wouldn't it? Instead, she lets it all happen so that at the end after multiple human children and countless monsters have died she can smugly lecture him. She gets to win the moral argument in her mind at the cost of many lives.
Asgore's intent was good at the end of the day, trying to give his people, who literally depend on hopes and dreams to live, something to latch on. Toriel's intent was to BTFO her ex regardless of anything else.
