The devs slipped up early and printed a busted card in JP, then it essentially invalidated all future banners for speed cards for years. They also slipped up and put a rate that is lower than what they would settle on immediately after.
You want your cake and to eat it too. You want access to a broken card that means you can spend literal years without upgrading your deck much, but you don't want the context it came out in or to have to pay a slightly above average carat cost for it. You want to take advantage of a dev mistake that benefits you but completely avoid a dev mistake that offsets how broken the advantage you get is.
If you just wanted Kitasan at a good rate you could have picked it from the selector at half-anni in 3 months, or waited 4 months for the rerun where it would be .75% and have a better 2nd card with it on top of that. But you're greedy and wanted it NOW NOW NOW. Patience is a virtue in gacha games.
