No that would be Ira, Nana and Marc are friends irl. Ira absolutely hated that Dukat was so popular and did everything he could to sabotage the character, funnily enough Civil Defense was his idea to "remind everyone Dukat is a villain" of course it only solidified him as a fan favorite.
