The tyrannical power of the Kahal extends to the most trivial details of life. For example, it prescribes which business someone may or should operate. It meddles in intimate, domestic relationships, sniffs out each and every one, extinguishes all mental functions, mechanizes and mechanizes the independent life of its subjects. The Kahal's main focus, while sparing its own purse, is to procure funds with which Russian officials are to be bribed. The collection of such "gift money" recurs again and again in the minutes. One example is enough for many: The Russian government had the spirits monopoly taken out of its hands by the Jews.
