It was completely changed at launch, especially on the patches following launch. If you followed its story, it did a complete 180, the police is good (except a few bad apples that disobey orders from above), the government is good, the Chinese FBI is good, the gigacorporations that cooperate with the government for the greater good are good, those that stray are bad. The only reason to ever fight police is if they're renegades or mutated by alien cancer.
