Also, your retarded example would address some sort of issue revolving around how a pollutant is affecting animals in their natural environment negatively, which is important for ecosystem preservation, whcih is important for the industries of many regions in one way or another.

It is. Most of the private sector revolves around fooling investors and stockholders that known mnothing about a field and just want to make money. That's rather easy to do when they're not experts on the subject. Case in point: Tesla's robot. Elon acted like it was some huge advancement in robotics and put a guy in a suit to dance as if it would move like that when completed. It's literally less functional than Agility Robotic's Digit and Cassie robots other than having fingers. That's how the private sector works: sucking retards into funding your project. It's not exactly the same as the Bell Labs model where they produced standards and technology used to this day.
