That's not what happened. The whole incident is an exercise sure but the objective was to stress test the AI's capability to handle the situation. Olga and Ocelot were wardens to make sure nothing goes too terribly wrong, while everyone else was actually free to do what they saw fit. Fatman for example would've just ended the whole thing if Raiden failed to take him down.
