I suspect it likely is. Whites living in the deep south act identical to blacks living in the deep south. The South ended up being where all of Americas most dysgenic people migrated to regardless of race and is today seen as the source of nearly every single negative stereotype in America. Blacks from the North don't act the same as blacks from the South. It's not a racial thing, it's a cultural thing.
