When people say "hulk feels weak" they don't fucking mean in terms of meta, but his damage being abyssmal and he doesn't feel like the Hulk in terms of sheer power.

If the Hulk had a team wide revive skill on a 10 second cooldown he would be broken as shit, but that wouldn't make him feel like Hulk or make his punches suddenly stop tickling the enemy.

While Black Widow only has her rifle, the rest of her kit is a nothingburger.
