This isn't vague, the world makes more digimon as it gets bigger. What's not explained is the very specific mechanism of it which isn't a problem because its not important other than giving an explanation of how the population size increases. There can be a limit to the amount of digimon on any given digital world as shown through the x-antibody story line however.
