This study of white people fascinates me because it shows contrary to common belief, it's not simply a case of dumb people out breeding smart people. The highest fertility for white people comes from highly intelligent religious women. Keep the intelligence but remove the religion? You get the lowest birthrates. Note this is intelligence, not education, though high intelligence minus religion tends to correlate with advance university degrees. Low intelligence tends to cause birthrates that vary little regardless of religion.
What's the solution? From a high level it's to ensure that intelligent women are religious but that's a bit more difficult to achieve when it comes time to actually implement the solution. We used to have blasphemy laws that helped protect religion from tiny hat attacks but it doesn't seem likely those will come back in a liberal society.
