Yeah that's a part of the difficulty. Thing is Ninja Gaiden 4 isn't balanced like Sigma 2. Sigma 2 is balanced like shit because it's a shoddy patch up job on a game that wasn't very well refined to begin with. Enemies in 4 are already way more dynamic and aggressive compared to 2 so there's less need to flood the screen with them.
