After reaching Union Lv. 60, if you increase your SOL3 phase ascension to Phase III, you’ll pretty much get all the buffs you need. You don’t have to ascend your characters or weapons to Lv. 90 to get those buffs. But since enemies will have more levels than you at this point (Lv. 90–100), it’s still recommended to max them out so you won’t have a hard time.

With a higher level, Hologram Challenges, Whimpering Waste, and Tower of Adversity will be slightly easier since you’ll have higher base ATK and HP. You also won’t be punished as much for being below the recommended level.
