Yes, muscle fibers don't go away. The body does not eat muscle fibers and has no way of storing protein. Unless you're in a Palestinian tier starvation situation or get rhabdo, your body won't break down muscle fibers because it leaves harmful toxins in the body as a byproduct. You don't go "catabolic" if you take time off lifting or don't eat enough in a day. Your body will eat the glycogen stored around the muscle (it's carbs, it's supposed to and cycles it all out every 24hrs) and your muscle fibers will lose conditioning. So you will shrink and get weaker, however when you begin training again you bounce right back because the fibers are already there.
Lots of shills and lies in bodybuilding to sell you shit and make you think you need to be sucking down liquefied protein 24/7 but that's not the case. That does more harm to your organs and hormonal systems than good to your muscles.
