Firstly, for >>718682228 it is called Cone of Fire Bloom. It has been in pretty much every single bf game and game that's a battlefield derivative ie; planetside 2 for the last 10+ years.
Second, that is a bug that is almost certainly the same one that existed in previous games and was eventually fixed-
>Guns have Cone of Fire Bloom, starts at 0 increases to X
>Cone of Fire Bloom is, (usually), independent of recoil and determined by a number of factors
>One of which is "are you jumping/falling"
>If you are strafing on an uneven surface, for a split second the game thinks you are midair and your cone of fire goes to "freefall"
>If you do not periodically reset your Bloom using bursts, your Bloom will not settle back to normal. This is not typically a big deal, as if you are standing or prone, cone of fire bloom will usually remain accurate enough to hit a target within 100m or so before you need to stop to reload anyways, but if something happens to max out your bloom and you keep shooting, you will basically just be spraying randomly in a cone around your crosshair
tl;dr- burst, because you never know when some stupid bullshit will make your bloom go insane for no reason.

That's a very retarded comparison, because high-end competitive shooting isn't like combat in any sense at all, you're often allowed a lot of time in a lot of competitions even.
Would it be to your advantage in a combat situation to not be cross-eye dominant? Probably.
Would the difference this provides in precision be a deciding factor in you living or dying? Unfathomably fucking unlikely.

It's the same reason why the M4A1 doesn't shoot subMOA groups, the infantry rifle does not need to be able to do it to do a good job.
