Noelle's got a great character is the thing, and it's even a bonus that she's dogshit when Susie comes in because it adds character flaws. The real negative comes in like you say, if she really does just get to swoop in and take Susie and her flaws aren't painted as flaws. Toby writes good characters but the issues come in when he doesn't acknowledge the flaws of said characters and just paint them as right or swee them under the rug.
He did this before with Undyne and Alphys, they suck together and have no chemistry, common interests, desire to dabble in their unique interests etc. You CAN do something with that, but the issue comes in he doesn't do that or glosses over it.
TL;DR Noelle is great and wonderful, but will drag the entire narrative down if she gets with Susie with no issue and it's treated as a good thing after repeatedly showing us how bad of an idea this would actually be.
