She didn't do any magic tricks. Just turned the ruble printer on and increased CAR. The central bank is not really independent of the government in Russia.
The only reason that the ruble has any value at all is because they have so much in reserve ~$400 billion in equivalent USD - precisely because if there ever is a run on the ruble they have sufficient buoyancy to choose an exchange rate of their liking. Having high central bank reserves is a good thing for a dodgy currency of questionable value, but it's bad to be a dodgy currency in the first place.
