I have a proxy friendly Premodern tournament at the end of the month. The format isn't played very much here - some guys get together and play on Friday nights and in between rounds of our bimonthly Legacy gamedays - but I haven't been able to attend many of the former recently. I lack knowledge of meta and card pool, outside the iconic cards and strategies. Would something like Mono B aggro or Broccoli Soup be best if my best decks in Legacy are Oops all Spells or Stompy variants? I don't really want to play Sligh or Goblins.

Vivi is obviously the main problem (someone needs to force it into Gavin Verhey's head that temporary mana isn't an inherently lesser form of mana), but realistically the best thing to do without starting a riot would be to ban Cauldron. It meets most of the criteria they used for banning the cards they banned back in June and was designed before they moved to the 3-year system. Banning Vivi so soon would not only freak out the newfound market and community the game has acquired, but it would also be seen as an even bigger middle finger to those that were pissed off by the pre-rotation bannings. Besides, people would still be able to play with Vivi, just without nearly as much consistency.

I don't play mtg at all but I recently came into possession of a bunch of cards (at least 1000 plus a bunch of customs). I googled some of them and (assuming they're real) there are a few that are worth a decent bit of money. How do I sell them? I was thinking of selling some cards individually and then just putting everything else on fb marketplace or ebay

Modern Horizons would've been fine in my mind if they kept it as draft innovation only and not the obvious "Look! It's the old, powerful, broken thing but in modern now!" cashgrab that it ended up being. If they instead made draft sets with archetypes that either would benefit from more interesting cards being introduced or just never had a time to shine in the so-called "modern" era or in general, then it would've been fine. Unfortunately, WotC's profit-focused obsession demands that they print chase cards in their draft sets, so it was basically doomed from the start.

WotC have reached a point of no return where they're more obsessed with coming up with new ways to reuse card design that most of the time they end up just powercreeping their previous top cards. The fact that Cori-Steel Cutter has effectively replaced Murktide as a wincon in UR decks should be a serious omen (kek) to consider. MTG artwork in the current era is honestly not that great, it is computer-generated and safe, which contrasts with furry artwork which is hand-drawn and crazy. I didn't even buy any Bloomborrow because the artwork was a bit meh for me and I my interest in Magic as a whole was waning at the time of release so I didn't bother. Wasteland and Daze meta. Mana fixing is bad, so Wasteland and Rishadan Port run train on mid range and control decks. Creatures are really behind spells in effectiveness, and Premodern is an artifact and enchantment meta. Sideboards are very good compared to main deck cards and there are powerful hosers available to beat any strategy. Any deck can win with a good hand, but the top decks are best able to abuse some of the unfair cards available in the format. There are a few blisteringly fast combo decks that can run out wins on turn 2 and 3, but these are commonly hosed by certain sideboard pieces.
Mono B Aggro and Broccoli are not good choices for you. The best card available in Black is Cabal Therapy, which relies heavily on format knowledge, and utility land Rishadan Port also requires knowledge about mana requirements and color requirements to keep your opponent off of. On top of that, Black is the weakest color by far in PM, and you'll be racing with no long game against decks that have better tools to stabilize than you. Sligh and Goblins are both popular decks among beginners and refugees, and both decks dunk on the two decks you're looking at.
The closest analog to Oops all Spells is going to be Hermit Full English Breakfast, but this deck relies on Cabal Therapy, Meddling Mage, and more intricate combos than Oops all Spells. If you play Stompy you can play the original Stompy list, but the deck is just okay.
If you're actually a good legacy player you can try Elves, Parallax Replenish, or Enchantress, which are all skill intensive decks with lots of decisions and will reward you for being good. Replenish is probably the easiest of these, but Elves and Enchantress have Legacy versions. Dreadnought is another top deck that will reward skill, but it /is/ a xerox shell and you will get shit on if you don't know how to play xerox decks. These decks are heavily sideboarded against and will be tough if you sleeve up day-of with no practice
