The thing is, you have a story in your head
The more time passes the more that story evolves in your head
So sometimes without you actually advancing the story in the real world, the characters in your head have gone through several arcs and they don't act like themselves anymore
And it's hard to write like they were instead of their new personality

So basically, Toby wrote chapter 1, and in the time it took to develop chapter 2, probably Toby went through the story a few dozen times and in his mind Susie was already a good character.
