Chapter 1 is more serious/dark at the beginning and end, Chapter 2 has fucking Snowgrave, and Chapter 3 has both the intense beginning/end like Chapter 1 and constant jabs of dissonance from the tension between Susie and Ralsei and Kris's past and family life getting dredged up.
It's very much meant to feel like the story is distracting you from your problems and holding on to the good times that can't last forever because that's exactly what's happening, and it ends when the problem can't be ignored anymore.

If you recall, Papyrus had an actual Special Attack that Sans even warns you about. The "you're blue now" wasn't the attack, that's just a joke. The special attack was a wrapped up bone that gets stolen by the annoying dog near the end of the fight.
Furthermore there's always been some speculation that Papyrus wasn't fighting at full potential since, among any other reason, he didn't actually want to hurt Frisk.
And, Papyrus has been teased and denied from the player through all of Deltarune.
So, he fits both patterns-- he fulfills getting a Blue Soul fight and he can give us something we've been missing.
The only other options I can really think of are Sans and Grandpa Semi. Sans is obviously not happening for real, and Semi's problem is that Gerson was already an old mentor figure, so Semi wouldn't have a niche.
Another reason to believe - the ch5 boss would likely be character development for Ralsei, since Kris (NEO/Knight) and Susie (Gerson) have been served already.
Ralsei is an anagram of Asriel, who was Flowey, who Papyrus loved in Undertale. And ch5 appears to take place in the flower shop.
The festival is finally a reason for Papyrus to come out in the first place, and Asgore speculates he'll sell a lot of flowers, so it's sensible that Papyrus would wind up in the dark world.
When I first plotted this out it felt far-fetched, but I've kinda convinced myself this is going to happen.

Chapter 4's clearly supposed to be a much more linear chapter, playing as the direct moment the tone shifts. Everything pre chapter 4 is the fun times happy silly stuff and the overarching theme is the gang engaging in distractions from the real problems in the game world (Kris' family life being fucked, Noelle's being fucked, whatever shit happened with Des, Kris literally being controlled by us) and the characters are (well except Kris) ignorant to what's actually going on (and also just how serious everything actually is). Everything post chapter 4 is now going to be the descent, Susie knows the prophecy and is fucked up, Ralsei's shield of fake niceness nearly fully cracked and you can tell there's something more. The reveal that Asgore is clearly involved in some fucked up shit AND sans fucking your mom is also the final nail in the facade of Kris' family life being okay.

There's one flaw in my mapping out of this and it's that Ralsei always went along with the idea that Susie is the girl in the prophecy. And the way he talks to Kris also strongly indicates ch1 really is the first time they meet.
The RK was doing its shit before Ch1 since King speaks about it, so I don't think Kris made the shelter fountain in ch1 to contact Dess. That was already in place.
One question to ask is when did the roaring knight start this whole plan? If the RK is Dess, why are they capable of doing stuff now including moving in the light world? Very odd.
