I would say that it wasn't any one particular decision, but more like a death by a thousand cuts, but the thing that officially killed WoW for me is when they briefly fixed the dungeons in Cata from the mindless bullshit they were in Wrath, only to immediately cave into the casuals who wanted to AoE spam. At that point, I realized WoW wasn't going to get any better and the audience for it was only going to get worse and demand WoW get shittier because they love shit, praise shit, and demand more shit. Unsurprisingly, Cata was also the expansion where they introduced trannymog.

It was also sort of the death knell for MMORPGs as a genre and the creation of an environment and community that would go on to claim, among other things, that bullshit like FFXIV was "saving MMOs" when it is a game based around fucking cutscenes.

Warcraft III was inferior to II.

the strong point of the game IMO was its social aspect. Each server developed its own community and you had to put in work to get people together for dungeons and PVP.
When server transfers and name changes became a thing, thats when it started going downhill. The server community died then because you could just leave whenever you wanted.
Instanced zones really put the nail in the coffin.

When they removed gender restrictions for classes when making WoW. It was part of Blizzard's classic "Gameplay first" approach. Which while fine in some narrow cases, it shows a willingness to slowly dilute the setting of all the flavour people loved. Nothing matters at that point, any rule or norm in the setting will be discarded if a game designer can argue for it. Why then would anyone bother learning them in the first place?

Legion was built to be a soft end to the game, the culmination and execution of all the plot threads set up through the games long life.
