I think people really take the mantle words too seriously. It can be calling Kris out for being a sadistic little shit that could go too far, but one of the themes of the game is that something changed deep within Kris himself, be it the trauma of the whole Dess thing, his family falling apart, his sense of never belonging with the rest of the town, etc, and Kris isn't a little kid like Chara, there are impulses and there is a fight against them. You can make a parallel between the true game and the dark worlds about actions having no actual consequences and being able to come out of all of it unscathed and victimless, but we don't know if Kris expected Berdly to come out of the dark world just dizzy or actually dead, he might have complied more thinking nothing would come out of it. The prophecy says that the Knight has to duel the heroes, so they have to keep the game going until the heroes are strong enough to stop the angel's heaven. The main light world faction is trying to fulfill the prophecy for the sake of salvation, so the goal is to make sure the heroes get strong enough that the roaring is a minor disturbance that the heroes can stop the same day instead of armageddon.
That's also the reason the Knight summoned the Titan. Fighting a freshly birthed and thus presumably weaker Titan is a clear escalation for making the heroes stronger and more committed, while still being manageable since the Knight can slay the Titan itself if the heroes can't (the Black Shard is made of the material the Knight's sword is).
