It's questionable in parts but overall it's alright for a fangame and remains tame.
As for a first playthrough nothing is stopping you from doing any of the routes but I found doing a Neutral > Pacifist > Genocide flowed well providing context for each character's story.
Going in blind is best though, just take your time and explore each area as you enter them.

when I talk about the terminally online part I think what happened is the writing/writers forgot they are writing a child, and that this is a mother getting over how she failed her own daughter and instead got tied up in the western cowboy themes. Some of those online circles get really tied up in stuff like "dont pick up your babies without permission" from being detached from reality, so something like ceroba asking a dying child if she should stay makes sense in that mindset. Unfortunately when you connect with reality again its extremely offputting instead.

I really tried to get through Yellow but I just didn’t give a shit about the characters. I wanted Martlet to shut the fuck up most of the time, it felt like a bad retread of papyrus.

I thought the game was well-made and I’m not saying it was bad, but I really didn’t like the characters.

Yeah, of course, but obvious hmofa potential aside, having Clover be an adult would make a lot of the interactions between them and the various monsters of the underground (or rather, the interactions from the monsters *at* Clover) feel way more natural and make more sense. Every character who can be said to have been a "tumblr sexyman", which is in actuality about 5 characters at most, was tall, thin as a lampost, and general well put together or formal in some way, such as The Doctor (10th or 11th usually), BBC Sherlock, The Onceler, etc. Sans completely clashes with literally all of those characters and doesn't even remotely fit with any of them.

Anyway, I still don't feel like arguing about this to any major degree, it's way too late for that and this isn't a super objective thing to argue about. I probably don’t need to keep writing about this, but here’s another post to clarify.
When I say Tumblr sexyman, that really means “any unconventional male character with a fanbase on Tumblr”. That goes towards unconventional designs, too. Because I don’t believe a Tumblr sexyman needs to fit a certain design, but they do need to exhibit some kind of quirky personality.
Sans is just as much of a Tumblr sexyman as all the others you listed because he’s quirky. He doesn’t look conventionally attractive, but he’s confident, carefree and funny, while also having a mature side and badass powers. That really pushes a lot of fangirls’ buttons for some reason.
As for my thoughts on Ceroba, I simply don’t like her because she’s a straightwoman in a setting that doesn’t need one. Matter of fact, I don’t find most UTY characters funny, but Ceroba especially. Her design is alright, her personality, not so much.

Im currently replaying uty for multiple reasons. One of them is too see if I can grow to like her or if it will revive my negative feelings towards her.

I'd also add that intent is very important too, both the character's intent and the writer's. Ceroba's actions are deeply retarded due to bad writing but she's not driven by spite or legitimate malice but by ignorance and desperation.
Toriel's intent and driving point is always spite, everything she does in Undertale is mainly to spite Asgore and her kingdom. The moment a child wants to leave her roleplaying session she completely loses interest in their safety and even encourages them to kill other monsters and her betrayal death dialog is pretty damning too. Getting rid of Dess for corrupting Asriel or something insane like that wouldn't be out of character for her, extreme, but not out of character, she already dislikes Carol too.

Toriel's situation in Undertale is entirely self-inflicted too. She's the queen, she is in a position of power, she could bring everything to a stop if she wanted, Gerson states she was considered the real decision maker in the kingdom when she was around, and Asgore is permanently pussywhipped to her, so she would be the only fucking person in the underground with the ability to stop him after just letting things cool down a little bit.

Let's say the first child drops down and Toriel is legitimately serious about her caretaker role. She could have escorted the kid through an Underground that still recognizes her as Queen, and enough time would have passed for Asgore to realize he couldn't really go through with it, so Toriel could perfectly talk him down, but that wouldn't really show Asgore would it? What would do that instead is just letting him go through that plan she hates so much then smugly lecturing him right at the end. Asgore BTFO at the cost of the lives of 6 human children (7 if Frisk wasn't Jesus) and god knows how many monsters.

between both, you've got cole (clover = cole like frisk = kris) and kanako as the main duo, some light world lore points like a tension point being that cole's at risk of being taken from martlet. the sprites for those two are the same since DRYanon2 used DRY1's sprites (with permission) after DRYanon1 dropped it for a few months.
some inspired mechanics, for example DRY2 lets you split party control M&L style. this inspired DRYanon1 to add split gates, a more controlled version of the mechanic.
DRYanon1 has a chapter and a half demo so far, and is working on a revamp.

If you remove Chujin's death and the blue powerade from Ceroba's backstory then you'd have to pull some really contrived shit to have her on the spot she is in UTY, like in a DRY take.

As someone who tends to defend Ceroba to the death around these parts, I would honestly like to agree with this, and I do with most of it, but I feel like it does also at least somewhat ignore the fact that the circumstances in which Deltarune Toriel exists may not be 100% normal either, with it being implied that whatever caused her and Asgore's relationship to fall apart had something to do with the dark worlds and The Knight and whatnot, so it's still possible that she's been affected by that more than may be immediately obvious. Undertale is a meta game, and its core themes revolve around your interaction with the game. So it wouldn't even make thematic sense for the ending to go against gameplay, which is you being able to undo any ending at any time should you feel like it.

Fun fact - one Russian translation team replaces both languages in their translations. I think the reason why most fans are against Ceroba finding new love is because they’re projecting their anger from Toriel’s relationships
But if you look at them, Toriel/Asgore and Ceroba/Chujin aren’t really comparable to begin with. Toriel leaving Asgore has always been considered less justifiable anyways. I wouldn’t see it the same way if Ceroba left Chujin.
The main problem is that Asgore and Chujin are fundamentally different characters. Asgore is portrayed as a soft guy who’s forced to make tough decisions, even if he doesn’t want to. It’s reasonably unfair when Toriel treats him harshly. If Chujin were king he’d probably be experimenting on kids for fun
It’s not like this sentiment didn’t exist before, but I noticed it became much more frequent after the release of chapter 4.
