Even if you had the budget, I doubt you would have the know-how to manage it. Having a cool idea is worth jack shit without the skills that you can apply to make it real.
Game design, mechanics, gameplay, level design, quality assurance, scriptwriting, art, sound, voice acting, trailer editing, release scheduling, server configuration, business registration.
If you hire people you'll have to account for sickness and holidays, as well knowing how to hire the right people with the right skills.
If you get the budget, you're a slave to stakeholders and publishers and their whims and the idea suddenly will stop being yours and belongs to them.

Ideas are the most important thing but there is 99.9999% probability that your ideas are shit and not as good as you think, if you don't have the skills or experience to implement them. I'm thinking about a specific type of for niggas in a row type of a game, with a modular ability system. Instead of set abilities for each character, or cards in deckbuilders, you'd get a small library of effects that would allow you to modify the abilities on the fly. I'm going to start prototyping it soon, because now I'm busy with other projects.

ive always been thinking about these multi octodecillion dollar ideas, comparing them to existing games and their sales, researching how much appeal it would have, shit like that. But it was always something dream-tier and completely unfeasible for me to make anywhere soon
Dont get me wrong, i liked these ideas because its something i would really like, the kind of shit id want to play but doesnt exist. But it was just completely unpractical conceptually

But after all these years, for once the path became clear. First i came up with an actually pretty feasible first-commercial-project game that would actually be sick and in a genre that is seemingly generic (and easy) yet a little scarce in recent years, and the artists i know are literally perfect for it.
And a few weeks afterwards, i came up with another game that would be tough because big 3d but would be an actual fucking goldmine while being completely feasible for a second commercial title if i had the experience of the first game
After this realisation i pretty much instantly decided to download unity so i can make a silly small game in a handful of months to learn the basics until im ready to start making the actual big games 1 and 2

I thought I could make a "simple" kaiju growth game. You start out as a small lizard thing and eat stuff to grow super big. Kinda like katamari damacy.

Turns out modeling a city is pretty hard, even low-poly. And the logistics of the creature having to bend down and grab stuff to eat is harder when you get really big. Maybe it'll be a slime girl instead and you can absorb stuff by walking into it. Also not sure what the end-game is. I don't want to model an entire planet so maybe I'll just trap the player in the city.

For one your ideas most certainly are not fleshed out and you need to see if there even is a tool and the technical capability to realize it. And then you NEED to adapt your ideas continually to the real world and progress will be 1/10 the speed of what you imagined. You need to grip your teeth and do the job and then you need to have the heart to reevaluate your idea, because your idea most likely is ignorant about the realities of gamedev. I think this shouldn't be that big of a problem with AI. I don't know how good LLMs are with maths or numbers since I never used them that way but they can certainly be useful as a parrot that can remind you/tell you what command or syntax you need.

I think blender has some plugins to generate cities. Or you can try using some asset store. The real challenge is gonna be destruction physics. Everything would have to be converted to voxels or have multiple versions of decay.

I would get some voxel engine and design the buildings and streets like minecraft. You can mix it with non-voxel objects like streetlamps, trees, cars, people, etc.
