Heroes and to an extent Battle is just known to flanderizing her. Everyone agreed that even if you like the schtick, she acts nothing like how she is in Adventure 1 & 2 and just that way to match those games' goofier tone. But even then, people like Amy in the same way people like Tails. They aren't the most in-depth or even particularly fun characters, but they mesh well with Sonic as the Archetypical Omni-Hero and have great interactions. Sonic being "no way fag" added to his "etherealness", this absolute strong man that can't be tied down, but still have real relations with people. Or alternatively, played into his "badass creed", seen with like the Archie Comics making him something of a casonova.
Characters aren't just the traits, gimmicks, and cliches they have. It is how they interact with others and the scenarios they form with them. Knuckles doesn't work by himself (no matter how much Echidnas you add to his family tree, Penders....), but as the strongman to Sonic's speedy-boi, their potential banter and ability to foil one another is what makes him. It is something of a shame that many Sonic characters can't be independent from one another, else you end up with Big, and have to be tied to the main character. But Sonic doesn't commit itself to having a world or cast that works independently. So until that gets fixed (if ever), the characters work better when they have things to bounce off of Sonic with.
So having NOTHING and pretending that is growth, to REMOVE attachments to Sonic, is genuinely insane and yet another overcorrection from SEGA. You found a leaky faucet under the sink and you somehow unearthed my septic tank-tier move.

Oh he makes new characters. The IDW cast is practically drowning in them. But like I said above, when they have nothing to do with Sonic, you have no reason to exist. It's why you can find more Surge porn than Tangle
