And it makes sense for all those characters to be in chapter 14 since all the incidents caused all those characters to be directly and heavily involved in the crisis.

NTA, the banner definitely didn't flop because it was the most metashit ever.
However, everyone had serious Victorian fatigue. The preceding characters were overly drawn out and had quite divisive mechanics (Dazmati amogus anyone?)
Most importantly, because of the main story taking a back seat due to side events and the smashing success of IS and (to a lesser extent) RA, we were stuck in Victoria for over 2 years.
People wanted out so they shelved the "conclusion" of the viccy arc in a side story and finally got to work on act 3.

Mostima is one of those characters that has some crazy backstory potential. She has been around the world multiple times, knows a fuck ton of powerful people and she owns one of the most dangerous weapons in all of Terra.

Its the fact the dialogue box is dogshit and the writers have terrible prose and make you read way more words than you need to to understand the story, and they went all out on making the story have to service the gacha model instead of letting the story elaborate naturally. If the story was written by someone with an actual degree in literature and not Chinks obsessed with wuxia and grand political conflict melodramas and they were just relegated to aesthetics the game would be 100000 times better.
