More ram is always better, the frequency should be the same, as well as the model. The higher the frequency, the more stuff you can get done in a shorter amount of time etc. Always buy ECC (error correction ram) so ram faults can be corrected when found, do a monthly memtest86 to see if the sticks are still good, make sure to get the most out of your ram by undervolting or overclocking if you need to gain a little extra oomph.

Assuming you're already running a top of the line CPU and GPU (and if you aren't then that calls into question buying 96GB even more) there will be no difference in your framerate/res by going from 32/48 to 96GB.

First the dot com bubble, then the 2008 crash being bailed out restructured the economy in favor of the stock market. Obviously the detriments for getting used hardware are two-fold: 1. you'll likely be getting hardware that is outdated since most people won't sell current hardware for a good price and 2. the hardware itself might be worn out (mostly relevant for overclocked CPU's and GPU's) which will reduce its reliability or performance. When I doubled it to 32GB, it was a night and day difference, game ran as smooth as greased butter.
If you're still running 16 I would absolutely recommend upgrading, at least when the price is right.

Not just AI, PC has to deal with prices of Hardware used for Bitcoin mining, NFT generation, Kernel level data gathering too. Eastern countries like China and India fucked up PC gaming big time for anybody trying to build new PCs.
