Now that I think about it, given how airblast was changed with Jungle Inferno, the reserve shooter prob didn't need the nerf. The reason it was so OP and annoying with pyro before is because of how consistently airblast sent enemies flying in a predictable pattern so shooting airborne enemies was piss easy. But with how airblast behaves now it would probably require some actual skill to pull the combo off.
Or maybe it would still be piss easy. I don't know. We'll never know.

Valve could have had craft hat unusualifiers as bonus items like the taunt unusualifier so you could get the current effects on classic hats. Seems like that would fit into their current monetization scheme without disrupting anything since you'd still have to unbox cases to get them. But nope you can't get new effects on old hats only on shit tier graded hats. I'd love to buy some classic hats with the uber blaze effect but valve doesn't want my money.
